Background

In 2005, the Department of Defense (DOD) announced its recommendation to move a variety of operations and military units to Aberdeen Proving Ground (APG) and at the same time move certain APG units to installations elsewhere in the United States.  These unit moves were part of the BRAC process.  The units relocating to APG are elements of the U.S. Army Research Laboratory currently located in Virginia, Ohio, and New Mexico; units of the U.S. Army Communications-Electronics Command currently located in New Jersey, Virginia, Alabama and Kentucky; Headquarters, U.S. Army Test and Evaluation Command and Army Evaluation Center, from Virginia; some Civilian Personnel Operations from Illinois; and various chemical and biological defense research units from Washington, D.C., Virginia, Indiana, and Texas. The units relocating from APG include the U.S. Army Ordnance Center and School to Fort Lee, VA., and the U.S. Army Environmental Center to Fort Sam Houston, Texas. 

Base Realignment and Closure (BRAC) is the process the DOD uses to reorganize its installation infrastructure to support its forces.  This round of BRAC concluded in 2005, and the military is now in the process of closing bases, or in the case of APG growing operations through consolidation of operations from other bases.  The current DOD plan is to have APG operational with the new units by 2011. 

The largest military unit relocating to APG is the Command and Control, Communications, Computers, Intelligence, Sensors, and Reconnaissance (C4ISR) systems from Fort Monmouth, NJ This unit is responsible for most of the Army’s hi-technology research and development systems.  

The current estimate of personnel relocating to APG as a consequence of BRAC are 8,200 new, direct positions on Post (civilian DOD and embedded contractors), 7,500 – 10,000 indirect jobs (contractor tail and spin-off located off Post), and 10,000 induced positions to the region.  The types of jobs that will be transferring to APG include the following disciplines: Electronics Engineers, Logistics Managers, General Engineers Computer Engineers, Contracting Officers, Security Specialists, Information Technology Managers, and Telecommunication Technicians/Managers.  The average salary for positions relocating to APG is $86,000.

The planned workforce expansion at APG and the projected growth present a significant challenge and opportunity to NCC.  In addition to the 28,000 total projected new jobs that will be created in the Western Maryland/New Castle County area, NCC also projects to add an additional 78,000 new residents by 2030. New Castle County anticipates an influx of military contractors and employees relocating to the County over the next several years.  This projection comes from the results of a 2006 Fort Monmouth BRAC relocation fair survey.  The survey revealed that 11% of Fort Monmouth employees who indicated a commitment to relocate would seek to live in Delaware.  In addition, in response to a survey question regarding information required for future relocation fairs, living in Delaware received the highest number of votes – 972. 

 

Exhibitor Registration Fees and Responsibilities

Cost to register for the event is $500 per table.

Exhibitors are responsible for setting up and breaking down of their displays and for any give-aways.

We encourage exhibitors to bring a fishbowl to collect business cards.  Any exhibitor wishing to hold a raffle may do so during the allotted time (details to follow registration) and must be noted at the time of registration.

Additional requirements, including Internet access, electricity, power strips, extension cords, audio/video equipment, screens, flipcharts, easels or banner hanging, as well as any other charges associated with this commitment, will be the Exhibitor’s responsibility.
